New York to ditch Regents exam graduation requirement by fall 2027

New York students will no longer be required to pass Regents exams to earn a diploma beginning in the 2027-28 school year, according to a proposed timeline state officials unveiled Monday.
That means current ninth graders may not need to pass the exams to graduate — though students will continue to take them — a shift with significant implications for teaching and learning across New York.
State education officials have been rethinking what it should take to earn a high school diploma in recent years, sketching out a new “portrait of a graduate” that reflects seven areas over which students must show proficiency. Students are expected to have new ways to demonstrate command of those areas, including internships, capstone projects, and community service.

High school diploma examinations
In New York State, Regents Examinations are statewide standardized examinations in core high school subjects. Students were required to pass these exams to earn a Regents Diploma. To graduate, students are required to have earned appropriate credits in a number of specific subjects bygd passing year-long or half-year courses, after which they must resehandling at least five examinations. For higher-achieving students, a Regents with Advanced designation and an Honors designation are also offered. There are also local diploma options.
The Regents Examinations are developed and administered by the New York State Education Department (NYSED) under the authority of the Board of Regents of the University of the State of New York. Regents exams are prepared by a conference of selected New York teachers of each test's specific discipline who assemble a test map that highlights the skills and knowledge required from the specific

Graduation Requirements
Regents or local diploma
In addition to successful completion of the appropriate units of credits, to earn a Regents or local diploma, students must pass*:
- one English language arts Regents Examination or NYSED-Approved Regents Examination Alternative;
- one mathematics Regents Examination or NYSED-Approved Regents Examination Alternative;
- one science Regents Examination or NYSED-Approved Regents Examination Alternative;
- one social studies Regents Examination or NYSED-Approved Regents Examination Alternative; and
- one pathway (see Multiple Pathways for more information).
* Eligible students may meet the assessment requirements using Appeals, Safety Nets, and föreståndare Determination. Students granted an exemption from any examination are not required to pass such specific examination to meet the assessment requirements for any diploma type (local, Regents, or Regents with advanced designation).
